Holyoke School Committee Meeting Highlights Paraprofessional Advocacy and Budget Approval
- Meeting Overview:
At the recent Holyoke School Committee meeting, the dominant topic was the advocacy for better working conditions and compensation for paraprofessionals, followed by the approval of a general fund operating budget of over $128 million.
The meeting began with a series of public comments focused on the essential contributions of paraprofessionals, also known as “paras,” in the educational environment. Several speakers, including parents, current paraprofessionals, and former paras who are now teachers, voiced concerns about inadequate wages and working conditions. Rachel Ingram, a parent from Ward 4, highlighted the invaluable support paras provide to her children, particularly her son, a dual-language student, and her daughter in a specialized program. Ingram emphasized the importance of fair compensation, stating, “The work that paras do is too important to undervalue them monetarily.”
Maria Perez presented a list of demands from the paraprofessionals, including the need for “30 minutes of instructional readiness time,” sick days, a living wage pay scale, and injury protections. Perez, who transitioned from a para to a teacher, underscored their role as “an essential part of the classroom environment.”
Paraprofessional Jenna Dupre elaborated on the necessity of paras in schools, urging the committee to improve their compensation packages. Dupre stressed that respect for these educators must be shown through action, not just words, and characterized paraprofessionals as integral to student success. Christine Alger, a paraprofessional for eight years, shared her financial struggles, balancing her school role with a restaurant job to make ends meet. She noted the discrepancy in wages, stating, “On average I make more per hour at that restaurant.”
These public comments painted a picture of the paraprofessionals’ indispensable role in supporting students, particularly those with special needs, and the need for improved working conditions and fair compensation. The committee was challenged to consider changes that would recognize the contributions of paras and ensure their continued dedication to the school community.
In addition to the focus on paraprofessionals, the meeting saw the approval of a substantial operating budget for the district. The finance and operations subcommittee recommended a general fund operating budget of $128,731,841. This budget is critical for the district’s financial planning and will support various educational initiatives and operational costs.
The meeting also addressed logistical challenges affecting student transportation. A notable order was filed requesting the superintendent to report on communication processes regarding construction, street closures, and detours that impact school transportation. This order aimed to address recurring issues where students missed buses due to inadequate communication from the Department of Public Works. The committee emphasized the need for better coordination between city departments and the school district to prevent future disruptions.
Other agenda items included travel authorizations for educational conferences and discussions on policy amendments. The committee voted unanimously to approve out-of-state travel for a group attending the Massachusetts Urban Special Education Director’s Conference. Policy discussions focused on clarifying roles in reviewing and approving financial warrants and ensuring compliance with legal standards. An amendment to policy DGA was proposed and approved, designating the chair of the finance subcommittee as responsible for warrant approvals.
In addressing new business, the superintendent proposed referring employee and family/student handbooks to the policy subcommittee for review. This included substantive changes to child bonding and sick leave policies for non-bargaining staff, aligning with state regulations on non-discrimination, harassment, and bullying policies.
The meeting concluded with announcements about upcoming community events, including a Latino Scholarship Fund dinner, and an invitation for committee members to attend. The session ended with a motion to adjourn, passing unanimously.
