Belleville School Board Faces Scrutiny Over Financial Management, Staffing, and Communication

The discussion on financial management was further intensified by Mr. Michael Mong, president of the education association, who challenged the board’s narrative of a financial deficit. Mong described the $6.665 million budget shortfall as a “manufactured deficit,” highlighting that the board had failed to collect approximately $3.47 million in tax revenues. He criticized the board’s decisions to cut programs and staff, arguing that these actions did not reflect the district’s true financial health, as historical surpluses contradicted the notion of a financial emergency.
A board member addressed Mong’s concerns, clarifying that revenue projections had to be conservative due to county regulations and that state aid was directly deposited into district accounts. They explained the constraints of working within a 2% tax levy cap and defended the decision to increase the levy by 5.99%, which was possible under specific circumstances. Despite these explanations, the community remained divided over the board’s financial strategies.
Public remarks also shed light on the implications of staffing decisions, particularly the non-rehire of Mr. Duran, the only Spanish-speaking social worker in the district. A speaker highlighted the unique role and necessity of a Spanish-speaking social worker for the student population, expressing dismay at the board’s choice not to rehire Duran despite student advocacy.
Concern over the board’s communication strategies was a recurring theme, with speakers calling for greater transparency and engagement with the community. Tina Newton criticized the handling of unpaid school lunch balances and questioned the transparency of the appointment process for a stipend position related to lunch applications. A board member acknowledged the challenges of addressing high lunch balances and outlined new communication strategies implemented since January to mitigate the issue.
The meeting’s public comments section also featured passionate criticisms of the district’s financial and operational decisions. Mr. Vincent Franton voiced frustration over local funding reliance, arguing that increased state aid should have resulted in reduced local taxes. Another speaker, Yerry Tavaris, expressed anxiety over the impact of teacher assignments on her daughter’s education, urging the board to consider the emotional and educational needs of students.
