Westport Planning Board Explores Old High School Redevelopment Amid Concerns Over Financial Viability

Financial concerns loomed large, with preliminary renovation estimates reaching $54 million, far exceeding the previously discussed $5.3 million budget. This raised apprehensions about the town’s ability to finance necessary upgrades. The proposal to bundle multiple properties, including the old high school, town hall, and COA, into a single request for proposals (RFP) aimed to attract developers by presenting a more appealing package. The board recognized the necessity of a unified plan from the Select Board to avoid merely shifting resources without creating sustainable solutions.
Grant applications for technical assistance from the Mass Housing Partnership were discussed as a means to evaluate the reuse of municipal properties. The town owns 91 acres of land, with 31 acres deemed unusable due to wetlands. The remaining 60 acres, including the old high school, were considered for development potential. Mundy highlighted the importance of involving the Affordable Housing Trust to explore funding opportunities for preliminary investigations into the site’s water and sewer capacity.
The board also addressed traffic safety concerns, particularly on Old County Road, where speeding issues were noted. A meeting with MassDOT and TEC engineers aimed to initiate a local planning program to develop traffic calming designs. Proposed measures included modular speed cushions, painted lines, and warning signage, with the intention of using state funds to cover costs. The fire department’s support for these measures was noted, citing successful implementations in other municipalities.
Ecological considerations were also on the agenda, with discussions on a $5.3 million grant request for upgrading culverts to facilitate migratory fish passage. The culverts in question, including Snell and Lyons Brook, were identified as needing replacement, while other structures would be designed as small bridges. The importance of compiling an inventory of Westport’s culverts was emphasized, as many were absent from the national inventory. Collaborations with the Buzzards Bay Coalition and highlighting Westport’s cold water streams were deemed essential in grant applications.
The meeting also touched on ongoing construction projects, with updates provided for Francis Estates, Inheritance Lane, and the Route 88 Sullivan Solar project. Progress was noted, particularly in erosion control and drainage features, though concerns remained regarding the solar project’s lack of grass growth and other site conditions.
