West Windsor Planning Board Reviews Housing and Signage Proposals
- Meeting Overview:
The West Windsor Planning Board meeting focused on the approval of a new multifamily residential development and proposed signage changes for local shopping centers. The board approved the construction of 35 residential units, including nine units designated for affordable housing, on Farber Road. The meeting also covered a proposal for a new sign at the Village Square Shopping Center, aimed at improving tenant visibility and supporting local businesses.
The meeting’s primary focus was on the multifamily residential development planned for a property on Farber Road. The proposal, submitted by Woodstone Residential Annex LLC, outlined the construction of a 35-unit building, nine of which will be affordable housing units, meeting the township’s fourth round affordable housing compliance requirements. The development is part of a larger scheme that repurposes a previously approved commercial office building plan. The proposed site spans approximately 3.29 acres and sits partly within the R-5F residential affordable housing district and the B2 business district.
During the meeting, plans for the building were presented, highlighting compliance with all zoning requirements, including height and impervious coverage. The proposed building will feature a mix of one, two, and three-bedroom units, with each affordable unit distributed throughout to avoid clustering. The development will utilize existing infrastructure, with plans for 67 parking spaces, nearly two per unit, including surface and garage parking. The project also includes pedestrian safety enhancements at nearby intersections.
A significant portion of the discussion involved the design waivers sought by the developers, particularly concerning parking provisions exceeding the maximum permitted supply and the need for loading berths. The developers assured that these requests would not impact compliance with zoning ordinances, citing previous approvals for similar configurations. Concerns about adequate parking for guests were addressed, with assurances that the planning process accounted for these needs.
The meeting also covered various technical aspects, such as fire safety requirements and stormwater management solutions. The proposed development adheres to fire safety standards, with hydrant locations and fire department connections approved by the fire official. Stormwater management plans include Best Management Practices like subsurface infiltration basins to handle runoff effectively.
In addition to housing, the board examined a proposal for a new sign at the Village Square Shopping Center. The proposal, presented by professional engineer Dave Shropshire, sought to replace the existing sign with a more visible, internally illuminated directory sign to improve tenant visibility. The new sign would be located in the same spot as the current sign but would be larger and include tenant names for better identification.
Business owners from the shopping center attended the meeting to express support for the new sign, citing a significant drop in business due to poor visibility and changes in traffic patterns following infrastructure developments. The proposed sign dimensions include a 6 by 10-foot double-sided design, and it is set to enhance traffic safety and conform to existing zoning ordinances.
The board’s discussion highlighted the need for the sign’s visibility, particularly during nighttime, and the importance of maintaining safety standards. The board considered various design elements, including the sign’s height and illumination, and agreed on conditions for its approval. The community, including local business owners, expressed a need for the sign to attract more customers and support the shopping center’s vitality.
Further, the board discussed another signage proposal by Princeton Ascend Development LLC for a sign on Princeton-Hightstown Road. The board examined the revised signage plan, focusing on reducing the sign’s dimensions to minimize visual clutter while ensuring adequate visibility for both commercial and residential tenants. The discussion included considerations for the sign’s height, width, and orientation to maximize readability and aesthetic appeal.
