With six of the eleven dams under the utility’s control classified as high hazard, careful monitoring and planning are essential. DeMary’s presentation underscored the challenges and proactive measures for disaster preparedness through strategic collaboration.
Another vital discussion was the construction of a new drinking water plant, slated for completion by 2028. The removal of outdated sand filters is underway to accommodate the new facility, which will be powered by Westfield Gas and Electric to ensure power redundancy. This project addresses potential hazards such as power loss and flooding, with sedimentation basins classified as dams requiring attention to erosion risks from heavy rainfall. The committee emphasized ongoing infrastructure improvements, noting that 35% of the water system still utilizes pipes over 75 years old. These upgrades are critical for handling extreme weather conditions, such as the cold winter that recently caused numerous main breaks.
The conversation on emergency communication protocols, particularly related to boil orders, was also a priority. The six-hour delay in issuing a recent boil order highlighted the need for faster response times. While templates are prepared, approval processes must be expedited to ensure prompt action within the 24-hour reporting window. The committee is working to streamline communication strategies to prevent incidents like the recent boil order mishap that mistakenly alerted a broad area of New England.
Cybersecurity was identified as a concern, with efforts to bolster security measures through multi-factor authentication and third-party vulnerability testing. The treatment facility’s SCADA system is air-gapped, providing an additional layer of protection. An inquiry about emergency response communication for dam breaches revealed a manual phone chain system, backed by multiple contacts per town, though automation remains a consideration.
The committee also explored independent grant opportunities for emergency planning. This approach allows Southwick to apply directly for funding without relying on Springfield’s hazard mitigation plans. Recent updates to the state response and hazard mitigation plan were mentioned, emphasizing collaboration in potential grant applications.
Towards the end of the meeting, attention shifted to the logistics of the upcoming motocross event on July 11th, expected to draw a large crowd. The committee discussed parking plans and anticipated heavy traffic, with preparations in place to manage the influx and ensure attendee safety. Heat concerns were addressed with plans for cooling stations and water distribution. The command post will be relocated to accommodate an increase in vendors.
