Highlands Borough Council Faces Flooding Concerns and Approves Park Improvement Grant

The proposed project aims to improve Kujia Field, located off Route 36, including upgrading fencing, enhancing bleacher areas, replacing retaining walls, and adding amenities like parking improvements. The project, with a total budget of approximately $550,000, seeks $272,500 in grant funding. Photos presented during the meeting showed a heavily used field in need of repair, with safety concerns such as deteriorating walls and staircases near the bleachers.
Public comments reflected support for the project, emphasizing the need for immediate safety measures, such as netting to prevent softballs from hitting nearby traffic and lighting for extended field use. A suggestion to involve local businesses through advertising banners on fencing was made, though discussions about the borough’s fundraising capabilities arose, noting the school’s greater flexibility in this area.
Another topic was a public hearing on a liquor license transfer application. This transfer involved a place-to-place transfer from one building to two buildings. Clarification was sought by a member of the public regarding procedural aspects and its distinction from land use issues, which are handled by the zoning board. Although concerns about parking and traffic related to the liquor license transfer were raised, the council emphasized the separation of liquor licensing and zoning board responsibilities.
