Belmar Borough Council Tackles Affordable Housing, Tax Discrepancies, and DEP Challenges
- Meeting Overview:
In a meeting that covered a broad spectrum of issues affecting the community, the Belmar Borough Council focused on topics, including affordable housing achievements, discrepancies in the tax collector’s office, and ongoing challenges with the Department of Environmental Protection (DEP). The council also discussed infrastructure improvements and community events.
The council’s progress in affordable housing was a key highlight. A speaker detailed how the current administration resolved issues that had hindered previous efforts for over a decade. The administration successfully negotiated with the Fair Share Housing Center to include affordable housing units in ongoing projects, turning around developments previously lacking such provisions. These efforts led to the integration of 56 affordable units into plans originally set for 405 market-rate units. This strategic change has been praised as a step forward in meeting the community’s housing needs. Additionally, the affordable housing trust fund saw considerable growth, reaching approximately $1.3 million, bolstered by contributions from projects like the Vermela development.
Tax discrepancies within the tax collector’s office also commanded attention. A council member addressed public concerns by detailing a situation involving eight checks totaling $30,944.71, with four checks resolved and four still under investigation. Assurances were given that no money appeared to be missing, and that the matter was being handled with seriousness, promising updates as the situation evolved. Efforts to appoint new staff were discussed, with the council committed to finding qualified individuals despite communication challenges with potential candidates. The council member dismissed social media rumors about the borough’s financial state.
Challenges with the DEP were another focal point. The borough faced requirements to remove bathroom trailers, but successfully negotiated to keep them through the summer season. Additionally, compromises were reached concerning the location of sanitary sewer lines and waterline service routes at the beach, with exemptions granted for structures predating current regulations. However, the Third Avenue bathroom did not receive approval due to the absence of pre-existing structures.
Infrastructure and community improvements were also discussed. The administration highlighted a comprehensive inventory of roads and utilities to prioritize future projects, and noted that over $7 million in grants had been secured to support various initiatives. Completed projects included marina upgrades, repairs to the Silver Lake gazebo, and library renovations, with plans for sewer lining work in 2026. The council reported on the completion of Dempsey Park basketball courts, funded by grants, and noted upcoming community events and tree planting initiatives.
The council addressed the recent decision by two partner municipalities not to renew contracts with local Emergency Medical Services (EMS), resulting in Belmar and Lake Como maintaining independent services. Through collaboration, the Belmar Lake EMS was successfully funded, allowing it to remain autonomous.
During the public session, residents raised various concerns and inquiries. Questions about cost reductions for a bathroom project and the completion status of grant-funded initiatives were addressed. A discussion about the unauthorized raising of a pride flag led to a tense exchange, with the mayor declining to engage in provocative questions. The session concluded with acknowledgments of the mayor’s service and contributions to the community, including a plaque presentation from the Belmar Democratic chair.
