Old Bridge Township Planning Board Approves Minor Subdivision, Unanimously Supporting Michelle Avenue Application

Robert Heiser, a licensed surveyor and planner, provided expert testimony on the matter. He detailed the proposal’s specifics, explaining the current fenced backyards’ integration with the additional land. Heiser clarified that a portion of Steamboat Landing Road remains a paper street, unimproved and unopened, with Cheesequake State Park located behind it. A particular challenge arose concerning a one-foot strip of land behind the back lot, owned by the New Jersey Department of Environmental Protection and designated under the Green Acres program. This strip was retained to ensure access to the Green Acres parcel, should the township vacate the roadway.
The board planner, Bina, acknowledged that the requested variances resulted from existing conditions rather than new developments. These variances were deemed technical. Alferi confirmed that the applicants were in compliance with all conditions outlined in the planner’s report. During the discussion, a board member noted the application effectively enlarges the existing lots by redistributing the back lot, without introducing any new structures or changes. Another member appreciated the efforts of a property owner who transformed a previously neglected area into an attractive space, contributing to the adjacent park.
The status of Steamboat Landing was briefly discussed, with one board member expressing hope that it would not be vacated due to its significance as public access to tidal water in the township. Following the closure of the public portion of the meeting, a motion was made in favor of the minor subdivision and variances as presented. The board unanimously approved the application, concluding this segment of the meeting.
In addition to the Michelle Avenue application, the board addressed several other matters. Application 01-2026P, from Homes on Back LLC, involved a minor subdivision on Park Avenue. Attorney Lawrence Sachs represented the applicant, proposing to subdivide an existing parcel into two conforming lots in an R-7 zone. With no variances required, the application sought to create two new homes meeting all zoning requirements. Dan Parker from Parker Engineering presented details on the subdivision, confirming compliance with area, width, and setback requirements. A minor error regarding side yard setbacks was identified and corrected during the discussion.
Board members questioned inconsistencies between architectural and grading plans, specifically concerning a deck versus a patio. It was clarified that a small deck was proposed, meeting setback requirements and negating the need for a variance. Concerns about utility services were also addressed, with assurances that the project would comply with Old Bridge Municipal Utilities Authority regulations. The public portion of this discussion saw no participation, leading to a closure and signaling further actions pending compliance review of submitted plans.
Another notable agenda item was the adjournment of application 48-2025P for 3059 E-Town LLC, concerning a major preliminary and final site plan. This application was rescheduled for September 24, 2026, with an official statement highlighting the importance of public attendance for future commentary. The board emphasized that no further notice would be given regarding this adjournment.
Resolutions 13-2025P and 13-2026P for minor subdivision extensions and approvals were addressed and passed without opposition. The board also approved the minutes from the June 25, 2026 meeting, with two members abstaining from the vote.
