Mayor Sarah pointed out that some work remained incomplete and emphasized the need for the county to address these issues before any renegotiation of maintenance responsibilities could take place. He cited a 50-year agreement from 1997 delineating that the county is responsible for major repairs, while Brigantine handles routine maintenance.
Further complicating the situation, a representative from Brigantine highlighted the financial burden the county seemed to be shifting to Brigantine. They insisted that the promenade should be in good working order before any transfer of responsibilities and noted that Brigantine contributes to county taxes, arguing it was unreasonable to expect Brigantine to shoulder maintenance costs after such contributions.
County administration responded, clarifying that signing any new agreement was not a prerequisite for completing the promenade repairs. They assured that Brigantine would have the opportunity to negotiate the amended agreement. Commissioner Rich Dates acknowledged the ongoing issues and emphasized the need for a clear timetable to resolve the outstanding work.
The dialogue revealed a disconnect between the city and county regarding maintenance responsibilities and ongoing project completion. The representative underscored the necessity of consistent updates to the public to mitigate growing dissatisfaction.
In addition to the promenade discussions, the meeting also addressed the awarding of scholarships to local students, highlighting the support from community organizations and corporations. Dr. Phil Gunther Podka expressed gratitude for the scholarships. Several students were recognized for receiving scholarships, including Jason Chia, who was applauded for graduating in the top 10 of his class.
The meeting also covered various resolutions, including grants, professional service agreements, and legal service contracts, all of which were adopted unanimously with little discussion. Among these was a resolution for an alternate method contract with Fox Rothschild LLP, not to exceed $70,000, and a separate contract with Laney Weinberg and Curio PC, capped at $50,000. Some members abstained from the latter vote, but it still passed.
Public comments further addressed the promenade’s accessibility challenges, particularly the condition of ramps and lighting. A councilman from Brigantine raised concerns about the lack of beach access for individuals with disabilities and the elderly, stressing that incomplete construction was negatively affecting local rentals. The meeting also touched on safety hazards related to the promenade’s lighting and ramps, with residents urging timely completion of these improvements.
