Brigantine Residents Call for Action on Persistent Flooding and Development Concerns
- Meeting Overview:
During the recent Brigantine City Council meeting, residents voiced their frustrations over ongoing flooding issues, debated development plans, and discussed a potential oversight in the north end redevelopment strategy. The meeting revealed deep concerns about infrastructure inadequacies and zoning enforcement, with residents urging the council to address these issues.
The meeting’s focal point was the extensive discussion surrounding flooding and redevelopment on 14th Street North. Residents, including Brooks and Nancy Pino, highlighted significant drainage problems exacerbated by the raised elevation of Beach Avenue and recent construction efforts. Pino described the situation as dire, noting the flooding was not only due to tidal waters but also heavy rainfall, compounded by a nearby car wash adding to the drainage woes. “I think it needs a bigger fix than that,” she expressed, emphasizing the urgency and safety hazards posed by the current state of infrastructure.
The council acknowledged the severity of the flooding, with assurances that the city engineer and superintendent would evaluate potential solutions. Residents shared personal experiences of navigating knee-deep water, unable to exit driveways during heavy rain. Dr. Michael Coast presented evidence indicating the flooding was independent of tidal conditions, offering photos taken at low tide to support his claims. The council expressed interest in receiving more evidence to better understand the problem’s scope.
Another topic was Brooks’ concerns regarding the rod and reel site’s redevelopment and the associated vacation of 14th Street North. Brooks questioned the council’s decision to vacate the street to the property owner, highlighting its importance as a border to Steelman’s Bay and its impact on stormwater drainage. He inquired whether an easement had been established to maintain the stormwater inlet system, which he argued contributed to flooding and affected residents’ access to their homes.
Brooks also criticized the planning board’s adherence to the public trust doctrine, which ensures public access and views to Steelman’s Bay. He claimed the property owner had promised access that was not reflected in the site plan and argued that the planning board approved a plan that did not comply with zoning laws. The council reiterated the planning board’s professionals had reviewed the matter, finding no issues with the approval. Despite Brooks’ insistence on a mistake, the council emphasized the need to pursue grievances through formal appeal processes.
The meeting also addressed various infrastructure improvements, including the installation of curbing and sidewalks to enhance the streetscape and prevent bulkheads from encroaching on roadways. Updates were promised to keep residents informed, with plans to send emails regarding progress. The council highlighted upcoming construction work on Harbor Beach, set to begin the following Monday, with concrete curbs and gutters scheduled for installation on the 27th.
In addition to the infrastructure discussions, the council approved several ordinances and resolutions, including property tax exemption for a disabled veteran and contracts for flood pump field service and fire alarm replacements. A consent agenda covering community events like the Brigantine Elks Drug Awareness 5K and a surf tournament was also approved without opposition.
The Deputy Mayor invited residents to participate in local events, including the opening day of baseball, celebrated with a parade. He noted venue changes for the Cherry Blossom Festival’s tea event due to a double booking. Other council members acknowledged the efforts of volunteers and veterans, with discussions on cultural arts events and the city’s 250th anniversary celebrations.
