Cedar Grove Council Discusses Security Concerns and Approves Riverbank Stabilization Funding
- Meeting Overview:
During the recent Cedar Grove Town Council meeting, attention was given to a parent’s impassioned plea for enhanced school security at St. Katherine of Sienna School. The parent emphasized the need for a Class 3 special law enforcement officer program to ensure armed security on campus, a measure supported by other nearby municipalities. Additionally, the council approved funding for the Taylor’s Brook Riverbank stabilization project, a infrastructure initiative. Various financial agreements and community initiatives were also discussed, including modifications to the Cliffside Drive redevelopment project and budget adjustments for community grants.
The meeting’s most urgent matter was the discussion on school security at St. Katherine of Sienna School. A concerned parent addressed the council, advocating for the establishment of a Class 3 special law enforcement officer program. This program would allow for armed security personnel, specifically trained retired law enforcement officers, to be stationed at the school. The parent highlighted that other municipalities, such as North Caldwell and Wyckoff, have successfully implemented similar programs, funded by the schools themselves without burdening taxpayers. The urgency of the matter was underscored by recent incidents of school threats in nearby areas, urging the council to prioritize the issue as the new school year approaches. The parent expressed gratitude for the township’s engagement thus far and a desire for continued collaboration with the school administration and the archdiocese to support the initiative.
Another topic at the council meeting was the introduction of capital ordinance 26-975, which allocates $300,000 from the capital improvement fund for the Taylor’s Brook Riverbank stabilization project. This project aims to address emergency repairs to the riverbank near Town Hall and includes engineering costs related to permitting and the relocation of a telephone pole essential for 911 communication. The ordinance was introduced and passed unanimously by the council members present. This project is vital to maintaining the integrity of the local infrastructure and ensuring the safety of the surrounding community.
The council also addressed the Cliffside Drive redevelopment area through pending ordinances 26-976 and 26-977. These ordinances pertain to an amended financial agreement with 36 Cliffside Drive Urban Renewal Owner LLC for developing townhouses and rental units. The previous agreement with a now-bankrupt developer required revision, resulting in a reduction of rental units from 347 to 317 and an increase in affordable housing units from 57 to 69 under a renegotiated payment in lieu of taxes (PILOT) agreement. The necessity to bifurcate the agreement into separate ordinances for townhomes and rental units was emphasized due to the nature of the development and ownership transfers. Both ordinances were introduced and passed with unanimous support.
In financial matters, the council discussed the insertion of $69,204 from a highway traffic safety grant into the budget to enhance police department enforcement without costs to the municipality. Additionally, $18,252 from the recycling tonnage grant was inserted into the budget.
Community engagement was a recurring theme throughout the meeting. Council members expressed appreciation for the recent fireworks display, which received positive feedback despite challenging weather conditions. The township manager extended gratitude to the police and fire departments for their roles in ensuring the event’s safety. Discussions also included ongoing paving projects, with updates on Rock Ledge Place and Reservoir Place, and plans for future paving schedules. The Cedar Grove Ambulance and Rescue Squad announced upcoming CPR certification classes, while the Cedar Grove Historical Society introduced new programs to foster community involvement, such as flower workshops and line dancing classes.
