Council Debates Beach Cyclist Ban and Approves Tax Budget in Upper Township Meeting
- Meeting Overview:
During a recent meeting of the Upper Town Council, several issues were discussed, notably the approval of budget measures and the introduction of a new ordinance regulating bicycle use on the Roosevelt Boulevard beach. The council also recognized long-serving public works employee John Adams and addressed various public concerns regarding safety and infrastructure.
The council’s decision to ban cyclists from riding across the Roosevelt Boulevard beach area emerged as a focal point. This new ordinance, aimed at improving safety and preserving the beach environment, was anticipated to be adopted later that evening. The council underscored the importance of compliance and warned cyclists of potential tickets for violations. However, the council acknowledged that this was part of broader efforts, with funding and further improvements still being discussed to ensure a suitable beach environment.
Budgetary discussions also took center stage as the council navigated through fiscal matters for the calendar year 2026. A public hearing was held concerning ordinance number 7, which allows the township to bank unspent funds as part of its budgetary strategy. This ordinance was adopted unanimously. The council emphasized that the township’s portion of the overall tax bill, which funds essential services like snow removal and emergency medical services, accounts for approximately 13.75%. Despite facing significant cost increases, particularly in healthcare, the council managed a slight tax increase of 2.97 cents on property valuations.
Another highlight of the meeting was the recognition of John Adams, who retired after 34 years with the township’s public works department. A formal resolution commended Adams for his dedication and various roles throughout his tenure, culminating in a photo opportunity to honor his contributions.
The meeting also opened the floor to public comments, where residents raised various safety and ordinance issues. Retired General Jean Shinaki requested a stop sign installation at a busy intersection, citing potential hazards due to traffic congestion. Additionally, Shinaki expressed dissatisfaction with the enforcement of an ordinance concerning the storage of motor vehicles and trailers. The council acknowledged these concerns and confirmed that efforts were underway to resolve conflicting ordinances.
Blanch Adams, another resident, addressed the council about the speed limit on Woodbine Road, proposing a reduction from 50 to 40 mph to enhance safety, especially for children in the area. The council agreed to forward her request to the county.
Another resident, Natalie Petersburg, questioned the accuracy of speed limit signage on Highway 50 and highlighted dangerous conditions at a blind turn near a school bus stop. The council assured her of their commitment to verifying these concerns, pointing to a state-conducted study that had adjusted several speed limits in the area.
The meeting also saw Ed Dixon, representing veterans’ organizations, propose dedicating the month of August to military veterans. He highlighted the sacrifices of veterans and the importance of recognizing their contributions. The council expressed support for this initiative, with suggestions for a formal resolution or proclamation to be drafted in recognition of veterans’ service.
After addressing public comments, the council closed the public portion of the meeting and moved into an executive session to discuss matters such as contract negotiations for IT services and tax map maintenance. The council assured attendees that discussions would be disclosed once confidentiality was no longer required.
