A comparison was made to a similar issue with a local 7-Eleven, though details from that case were less clear. Ultimately, the board found the revised signage dimensions more acceptable, balancing visibility with regulatory compliance.
Traffic management was another significant topic, as the development is situated at the intersection of Route 130 and Halfacre Road, an area already known for congestion. The traffic study presented during the meeting highlighted potential delays, especially during peak hours for vehicles turning onto Route 130 South. Proposed solutions included adjustments to traffic signal timings to ease congestion. A traffic engineer detailed the anticipated flow, noting that the project would alter driveway access to a right-in and right-out configuration, with full movement driveways on Halfacre Road. The board emphasized the importance of coordinating with the New Jersey Department of Transportation to manage the jug handle’s limited capacity effectively.
Stormwater management also received attention, with plans for a system designed to handle runoff effectively. The proposal includes four bio-retention basins and porous pavement systems to manage the site’s drainage. The developer assured the board that the stormwater system complies with township ordinances and will alleviate any potential impact on nearby residential properties.
Concerns about the visual impact of the development were addressed by the project’s architect, who presented plans for a structure featuring red brick veneer and green metal awnings. The board discussed ways to improve the aesthetics of the building’s rear elevation, which faces a parking area, considering options for additional architectural treatments to enhance its appearance.
The board also evaluated the proposal’s compliance with various zoning requirements. The project required several variances, including for the height of the buildings and the size of the signage. The applicant argued that the height variances were necessary to screen rooftop equipment effectively and that the signage was critical for the site’s functionality. The board ultimately agreed that the variances were justified given the project’s design and the surrounding area.
The project is seen as a step towards revitalizing the area, replacing older structures with modern facilities. While the board approved the development, it emphasized the need for ongoing collaboration between the developer and township officials to address any emerging issues and ensure the project benefits the community.
