Cumberland County Approves Participation in National Opioid Settlement, Advances Infrastructure Projects

Infrastructure projects were a significant focal point of the meeting, with updates provided by Doug Rifer on various road and structural projects. Notably, the primary paving on East Garden Road has been completed, and ongoing efforts include driveway installations and restoration work. The drainage work on sections of Caramel Road and Ferretton Road is also nearing completion, with road construction set to begin soon. These projects are part of the federal 2025 road program, which includes improvements to Cedarville Road, Roadtown Road, and Morton Avenue, primarily involving milling and paving with upgraded signage and striping.
Rifer also discussed the 2026 federal road program, currently under review by the Department of Transportation, which includes enhancements to Old Cahi Road and sections of Irving Avenue. Structural projects, such as the construction over Maple Creek on Maple Avenue, are progressing, with water now flowing through the new structure and the removal of a bypass expected to conclude in the coming weeks. Additionally, the Maple Avenue project near Boswick Lake is advancing, albeit slightly behind schedule.
The meeting also addressed concerns from the public, including a significant gap reported at the intersection of Garden Road and Main Road. The board acknowledged this issue and committed to addressing it. Melissa Niles from the Department of Human Services highlighted the importance of mental health awareness by announcing the second annual “You Are Not Alone” walk, scheduled for May, which aims to foster community engagement and support for mental health issues. The event will feature a dedication of a “buddy bench” and various activities to promote awareness.
In addition to infrastructure and community health topics, the board approved several resolutions related to professional services and contracts. Among these was a change order for architectural services for an all-inclusive playground design and a proposal to provide in-school and out-of-school youth career pathways program services. These initiatives reflect the county’s ongoing efforts to enhance educational and recreational opportunities for its youth.
The meeting also covered various resolutions concerning shared services and program funding, such as the Edward Byrne Memorial Justice Assistance Grant Program and youth services funded by the Juvenile Justice Commission. These resolutions were passed unanimously.
A particular point of interest arose from Resolution 16726, which involved an amendment related to the lower Delaware Water Quality Management. This amendment, which pertains to the Double Eagle Saloon on Panther Road, involved switching the site from septic to sewer due to property constraints. The county planning director clarified that the costs associated with this change would be borne by the saloon, not by county tax dollars.
As the meeting drew to a close, public comments highlighted ongoing concerns about county tax bills, infrastructure updates, and the status of Old Burlington Road.
