Egg Harbor Land Use Board Approves Tattoo Parlor Amid Stormwater and Landscaping Concerns
- Meeting Overview:
The Egg Harbor Land Use Board granted preliminary and final site plan approval for a commercial tattoo parlor on White Horse Pike, following an extensive review of stormwater management and landscaping proposals. The application, which also touched on the potential for residential use on the second floor, was bifurcated to focus solely on the tattoo parlor at this session. The board plans to revisit the residential aspect in future meetings.
Central to the board’s discussions was the proposed site plan’s approach to stormwater management. Concerns were raised about the current absence of drainage facilities at the location, necessitating upgrades. The applicant’s engineer proposed a retention basin to manage high seasonal water levels, which would involve removing several dead trees. A suggestion was made to incorporate a small-scale bio-retention system, incorporating vegetation for a more visually appealing solution rather than relying solely on traditional sand infiltration basins. This approach would not only enhance aesthetics but also potentially simplify long-term maintenance. The applicant agreed to work with the board’s engineer on refining these plans.
In tandem with stormwater considerations, landscaping was a prominent topic of deliberation. The applicant proposed planting trees in the basin area and committed to a field meeting to assess additional landscaping needs. The board emphasized the importance of adhering to the city’s tree replacement ordinance, particularly in light of plans to remove several large trees, including a notable 72-inch diameter tree. During public comments, N. Galloway highlighted the necessity of consulting with the city arborist and ensuring compliance with species regulations. The applicant acknowledged the need for a comprehensive landscaping package to be developed in collaboration with the board.
Parking and access were also scrutinized, with the plan accommodating 13 parking spaces, including handicap spots. The site plan outlined a one-way entrance from Ted Terrace, featuring a concrete apron and curb returns, while ensuring no access from the White Horse Pike to mitigate traffic concerns. The board reviewed the layout of the parking lot, drive aisle widths, and maneuvering space. They advised the applicant to consider visual screening measures to better align with zoning regulations and enhance compliance.
Signage for the tattoo parlor was confirmed to meet ordinance size requirements, with two signs planned—one facing 10th Terrace and another on the building’s front facade. The board underscored the importance of ensuring that signage did not obstruct visibility or access for neighboring properties. The applicant reassured the board that the establishment would function primarily as a tattoo parlor, with no major retail component and standard parcel deliveries anticipated.
