Franklin School Board Tackles Rising Healthcare Costs and Expands Mental Health Support
- Meeting Overview:
At the Franklin Township School Board meeting, the board reviewed the preliminary budget for the 2026-2027 school year, focusing on rising healthcare and transportation costs as well as significant investments in mental health support for students. In addition, the board discussed the impact of charter school tuition increases on the district’s finances. The preliminary budget was unanimously approved for submission to the executive county superintendent.
The most pressing topic at the meeting was the budget presentation led by the administration. Rising healthcare costs, particularly a 30% increase in the state health plan, were highlighted as a concern affecting the district’s financial planning. In response, the district is exploring alternative partnerships and initiatives to manage these expenses effectively. The recent establishment of the Zufall Health Center at the middle school campus was noted as a beneficial move to help mitigate healthcare costs while providing necessary services to students.
With the transition of psychological evaluation services to Robert Wood Johnson, the district anticipates higher costs but aims to maintain robust mental health services. Currently, licensed clinical mental health counselors are stationed at all grade levels, with plans to expand support at the elementary level through the potential hiring of a part-time counselor. The board acknowledged the importance of these services in promoting students’ overall well-being and their ability to succeed academically.
In a discussion on budget challenges, the board addressed the anticipated 7% increase in charter school tuition, which places additional financial strain on the district. Salary increases, driven by filling vacancies and contractual agreements, are expected to exceed 2%, further complicating budget management. The board faces a fiscal gap of $4 million due to the previous reliance on savings, which will no longer be available, presenting a substantial challenge for the upcoming budget cycle.
The budget also outlined several educational enhancements and new initiatives. Notably, the unveiling of the Franklin Middle School Warrior Next Tech Academy, featuring a STEM-focused curriculum, was highlighted as a significant addition. The partnership with Raritan Valley Community College to introduce cosmetology studies at Franklin High School marks another innovative educational offering, with plans to launch initial cohorts soon.
Personnel changes were addressed, with the addition of a bilingual teacher at Claremont Elementary, an immersion lab teacher for the Next Tech Academy, and several special education teachers to support the autism program. These changes reflect the district’s dedication to meeting diverse student needs and promoting inclusivity.
The meeting also included discussions on physical safety improvements, such as the addition of school surveillance equipment and upgrades to visitor management systems. Compliance with a new cell phone usage law was acknowledged.
Financially, the district projected a 5.57% increase in total general fund revenue for the budget year, while special revenue fund projections showed a reduction despite an increase in one grant.
Board members expressed gratitude towards the finance committee for their diligence in preparing the budget and emphasized the importance of community involvement in the budgeting process. Despite the limited public attendance, the board underscored the need for transparency and community engagement, given the budget’s significance for the district.
