A highlight of the meeting was the promotion of several police officers, an event marked by the presence of Chief Marshoots, who proudly shared the police department’s recent accomplishments. He attributed a dramatic reduction in stolen vehicles, from 35 in 2023 to only five in 2026, to increased patrols, a dynamic police force, and the deployment of Automatic License Plate Readers (ALPRs). This technological advancement, coupled with the department’s proactive crime prevention strategies, has contributed to zero incidents in affluent neighborhoods like Bair and Belair Woods this year.

Chief Marshoots also addressed the technological upgrades within the department, noting the significant overhaul of the call center dispatch station after more than two decades. Upgrades have been made to patrol vehicles and body cameras. The Chief mentioned ongoing efforts to restore the fire whistle, a point of community interest, and noted the implementation of a new e-bike enforcement policy aimed at improving pedestrian and cyclist safety.

The swearing-in ceremony for five new police officers was another major focus. Each officer, previously serving with other law enforcement agencies, took their oaths. The officers were introduced with brief overviews of their backgrounds. Officer Alisia Angelo, with academic credentials in political science and public administration, joined from the Ocean Township Police Department. Officer Tristan Whitehead, a Ramapo College graduate, transitioned from the Cape May Police Department. Officer Roshan Nakavi, pursuing a bachelor’s degree in engineering science and mathematics, came from the North Caldwell Police Department. Officer Owen Muller, with expertise in criminal justice and cybersecurity, joined from the Lavallette Police Department. Lastly, Officer Sergio Kuna, a United States Marine Corps veteran, previously served with the East Orange Police Department.

The council expressed pride in the new officers, emphasizing community support’s role in officer retention. The swearing-in, described as similar to renewing wedding vows, underscored the officers’ commitment to their roles as “ethical warriors.” Acknowledgment of the first aid squad and family members of the officers added a personal touch to the ceremony.

In other business, the council passed several ordinances, including amendments to fees for uniform fire code enforcement and charges for water meters and sewer fees. The introduction of a redevelopment plan for a property on East Cedar Street also moved forward. These ordinances were adopted unanimously after public hearings and discussions.

The consent agenda included resolutions for municipal service contracts and a resolution referring a redevelopment plan to the planning board. The passage of the consent agenda was completed without dissent.

Public comments were welcomed on agenda items, followed by a general public portion where resident Tim Foley expressed his appreciation for the council’s efforts. The council also highlighted the community’s vibrant spirit by recognizing local landmarks, such as the 100th birthday celebration of resident Anna Mcdana and recent community events, including a ribbon-cutting ceremony and a Junior Police Academy graduation. Upcoming initiatives, like a summer concert series and a back-to-school event for underprivileged families, were announced, emphasizing community engagement.
