Howell Town Council Addresses Opioid Settlement Spending, Land Use Disputes, and Goose Population Decline

Projects discussed included the Law Enforcement Against Drugs (LEAD) initiative for fifth graders, a fishing day event, and a new behavioral health program for seniors. Da Riddle also noted a troubling increase in suicide rates within the township, rising from two in 2023 to nine in 2024, stressing the need for collaborative efforts with county agencies to address these intersecting issues.
The council meeting also featured a heated discussion on land use compliance following public comments from residents. John Balbach criticized the Department of Community Development for its handling of a property on Darion Road. He alleged deceptive practices by new homeowners, who initially had a garage reclassified as a living space. After a denied application, they resubmitted it as a “shed” or “pole barn,” which received approval despite his concerns about its intended use. Balbach suggested that the structure might serve as a daycare center or school, given its appearance. He urged the council to address what he perceived as a lack of oversight in land use regulations, potentially affecting the character and safety of the neighborhood.
Environmental concerns were also prominent in the meeting, with Jeff Basset raising alarms over the declining Canadian goose population at Lake Louise. Basset, a former Chick-fil-A owner, noted a significant drop from approximately 50 to 75 geese to only eight, suspecting avian flu as the cause. He called for the township to investigate the deaths and consider cleaning and dredging the lake, which he described as a valuable community resource. Anthony Beach echoed these concerns, highlighting the disruptive nature of the goose problem in his neighborhood. He thanked the township for initial management efforts and suggested long-term solutions to prevent the issue from recurring.
In response to these concerns, the township manager acknowledged the need for further discussion on land use and zoning issues in future council workshops. Regarding the goose population decline, the manager confirmed the occurrence of avian flu deaths in Howell and Monmouth County. He reassured residents that the health department was involved and that human health risks were minimal, advising residents to avoid contact with dead geese. Additionally, the township had hired a company to manage the goose population effectively, with efforts ongoing throughout the summer.
The meeting concluded with the council expressing gratitude for the public works department’s efforts, particularly in mailbox repairs following winter storms. Resolutions R26-121 through R26-132B were approved unanimously, with a separate vote on resolution R26-133 regarding temporary appropriations for the upcoming municipal budget. The session ended with the scheduling of the next council meeting for April 14, 2026, and a motion to adjourn, both approved unanimously.
