Jersey City Planning Board Approves Mixed-Use Development with 40% Affordable Housing

The project emphasizes resident input, with the Jersey City Housing Authority conducting a six-month engagement phase to incorporate community ideas. This led to the selection of Wind Development as the partner, with 20 resident meetings held to ensure transparency and inclusiveness. The development plan includes one-for-one replacements for the existing 192 public housing units and adds 88 subsidized senior units. Furthermore, it offers a mix of affordable condominiums, with 30 units available for ownership, ten of which will have financial subsidies targeting low-income residents, and the remaining 20 units for workforce housing aimed at municipal employees and veterans.
During the presentation, it was noted that the development agreement includes provisions for fair wages and a financial return for the housing authority, along with a robust right-to-return policy for displaced residents. The policy allows returning residents to enter into repayment agreements for back rent, facilitating a flexible repayment plan over several years.
The project’s architecture, designed by Jesper Ryberg, focuses on sustainability and historic preservation. The redevelopment plan limits height variances to 10 feet above the permitted height, aligning with the community’s aesthetic and functional goals. The design incorporates community-enhancing features such as retail spaces, a library, and community centers.
As for the logistics, the development will feature a non-visible parking structure. The senior building’s design includes predominantly one-bedroom units, with necessary building support for the library and commercial areas. The commercial elements are strategically placed along 15th Street to create a vibrant atmosphere, while the library will provide functional and welcoming spaces in collaboration with the free library system.
The board also addressed the proposed infrastructure for the development. The civil engineer, Mark Celli, outlined improvements including the transformation of 15th Street into a one-way street to facilitate access. The design incorporates green infrastructure elements, such as retention basins for stormwater management, and plans for a right-only exit onto Jersey Avenue to align with traffic directives.
In addition to the Holland Gardens project, the board approved a development on Marin Boulevard, featuring a 17-story building with 344 residential units and 371 hotel rooms, of which 15% are designated as affordable housing. This project also includes retail space and seeks several variances, including height and street tree requirements, to comply with the site’s flood zone regulations and design standards. Concerns about traffic, flooding, and parking were discussed, with assurances provided regarding compliance with state standards and ongoing coordination with city departments.
The meeting further covered other development applications, including a two-unit addition to a single-family residence on Beacon Avenue and a request for site plan amendments to accommodate retail space in a nearly completed building.
