Kandiyohi County Tackles Wildlife Land Acquisition and Public Health Challenges
- Meeting Overview:
The Kandiyohi County Board of Commissioners meeting on April 15, 2025, was packed with discussions, from the approval of key land acquisitions to addressing public health challenges and infrastructure developments. Noteworthy topics included the expansion of wildlife management areas, efforts to improve immunization rates amid vaccine hesitancy, and the ongoing challenges of managing county drainage systems.
The most pressing and discussion revolved around the approval of Resolution 2025-9, which concerned the acquisition of a 92.4-acre parcel to enhance the Ralph Prairie Potholes Wildlife Management Area. Corey Netland from the Minnesota Department of Natural Resources (DNR) outlined the ecological benefits, such as groundwater recharge and soil erosion control, and highlighted the parcel’s location near Wilmer. The property, currently under a conservation easement, would see its taxes increase from $772 to a projected $1,665 in payment in lieu of taxes, following its acquisition.
Netland emphasized the importance of public access and management to maintain grassland nesting cover and restore wetland features. The board unanimously approved the resolution. Following this, Resolution 2025-10 was introduced for another parcel linked to the US Fish and Wildlife Service. The board engaged in discussions on land management complexities.
Another topic was the immunization update presented by Kandiyohi County Public Health officials. An alarming decline in childhood immunization rates was reported, dropping from 67% to 63% in 2024. Public health officials expressed concerns over vaccine hesitancy and misinformation, which were contributing to the resurgence of diseases like measles. Efforts to counter this trend included promotional campaigns, community outreach, and educational exhibits for children at the Village Children’s Museum.
The immunization coordinator detailed the county’s initiatives, such as bi-monthly clinics for uninsured individuals and radio advertisements aimed at increasing awareness. Despite these efforts, the decline in immunization rates remains a concern, prompting further investigation into the discrepancies between Kandiyohi and neighboring counties. The county board acknowledged the challenges posed by public skepticism towards vaccines and emphasized the need for continued education and outreach.
The meeting also addressed the approval of the Candy County Digital Opportunity Plan, which seeks to enhance digital equity across the county. Michelle Moratzky from the county’s Economic Development office requested a $2,000 contribution to support a project aimed at expanding broadband access and improving digital literacy. The board approved the funding, recognizing the importance of technology access in enabling full community participation.
Environmental services were a focal point, with the award of a landfill contract for phases 8A and 8B for 2025. Gary Gear presented the contract, valued at $1,796,473.20, which was below the initial estimate. The project involves the construction of a municipal solid waste cell and the installation of leachate collection systems. Commissioners discussed the effectiveness of litter fences and the successful operation of the leachate treatment system, which has been treating waste without off-site hauling.
In land use and planning, the proposed final plat for a development within the Glacial Lakes sanitary sewer and water district was approved. The board addressed concerns about stormwater management and road designs.
Lastly, the meeting touched on legislative updates concerning hospitality fees and a bill introduced by Representative Baker to exempt special events from a $40 state fee. This fee has been a burden for local fundraisers, and the proposed exemption aims to encourage community participation in such events. The board expressed support for the legislative efforts, recognizing the potential positive impact on local organizations.
