Lake Safety and Environmental Concerns Take Center Stage at Southwick Lake Management Committee Meeting
- Meeting Overview:
At the recent Southwick Lake Management Committee meeting, discussions centered on addressing safety concerns related to nighttime speeding on the lake, potential amendments to local bylaws regarding sunken vehicles, and ongoing environmental monitoring efforts, including water quality management and invasive species treatment.
A significant portion of the meeting was dedicated to concerns about nighttime speeding on Southwick Lake, which has become a issue. Reports from community members highlighted the dangers posed by high-speed jet skis and boats operating in the dark. There was a consensus that the lack of visibility during nighttime activities increases the risk of accidents. In response, the committee urged residents to report incidents directly to the local police department rather than relying on Westfield dispatch, which could delay the response time. This measure aims to ensure swift action in curbing reckless behavior on the lake.
The committee also discussed refining the language of local bylaws, specifically Chapter 75, Section 12, which addresses issues related to sunken vehicles in the lake. Members agreed on the importance of amending these bylaws to enhance regulatory compliance and environmental protection. There was a consensus that preparing draft changes should be a priority for the next meeting, with the goal of submitting them to the select board for legal review.
In addition to addressing safety and regulatory concerns, the committee reviewed ongoing efforts in environmental management. A notable update was provided on the treatment of invasive species, particularly hydrilla, which was reported to be virtually non-existent due to effective management. The committee has entered into an agreement with Stantec to continue eDNA processes, with Solitude overseeing treatment and assessments over the next three years.
The meeting also touched on water quality management, with a focus on developing a watershed-based plan. The committee expressed optimism about potential collaboration with CEI in drafting a comprehensive nine-step watershed plan, pending selection by MassDEP by the end of June. The plan aims to address alum treatment and other water quality concerns.
Historical observations of the lake’s changing conditions were another topic of interest. The committee reviewed a series of photographs documenting the lake’s landscape from 1986 to 2006. These images illustrated significant alterations in areas that were once submerged, with some suggesting that changes to water flow might correlate with modifications made by a local country club. The committee acknowledged the importance of these historical records in understanding the lake’s evolution and informed future planning.
The condition of navigation lights and buoys was also evaluated. Bricks needed for buoy installation were discussed, and it was noted that a local resident, Linda Champney, could provide some of the required materials. Proper installation and maintenance of these navigational aids are important for ensuring safety on the lake.
The committee addressed civil matters related to property issues, particularly the situation on North Lake Avenue and Feeding Hills Road. The former remains unresolved due to classification as a civil matter, with further investigation required. The latter property has yet to submit a request for determination of applicability (RDA) for proposed changes, raising questions about technical feasibility and stability.
The meeting concluded with a review of compliance with environmental regulations and the necessity of collaboration with state agencies. Members emphasized the importance of addressing civil matters within jurisdictional boundaries and expressed satisfaction with the efficiency of the meeting. A unanimous agreement to adjourn marked the end of the session, with a commitment to reconvene with actionable items at the next meeting.
