Livingston Planning Board Approves Fence Height Increase for Spectrum 360 School

Landscape architect Brian Conway presented the detailed landscaping plan, which includes a mix of plantings to complement the new fencing. The plan features low juniper at fence corners to maintain visibility of signage, preventing obstruction for drivers. The landscape design incorporates a variety of plants, including boxwood and juniper, to create aesthetic appeal while maintaining visibility of the school building from the roadway. The tallest plantings, columnar sergeant cherry trees, are expected to reach 12 to 14 feet at maturity, with assurances given that signage visibility would remain unaffected.
The board also considered a separate application from 56 Bernett LLC, which proposed the subdivision of a property on Bernett Street. The plan involves demolishing an existing derelict house and replacing it with two new homes, each conforming to neighborhood standards. Although the proposal required a variance for undersized lot square footage, it was noted that the new lots would exceed the minimum area requirement for the R4 zoning district.
The applicant’s argument for the subdivision centered around the Municipal Land Use Law’s objectives, highlighting benefits such as promoting appropriate population densities and enhancing the neighborhood’s visual appeal. The development was presented as aligning with the community’s master plan goals, which aim to preserve the residential character and improve quality of life.
Public comments during the meeting included concerns from a neighboring resident about preserving existing mature trees on the property. The applicant assured that no mature trees would be removed, with only underbrush being cleared. A commitment to maintaining a buffer of trees along the property line was suggested, reflecting community interests in maintaining the neighborhood’s greenery.
Ultimately, the board approved the subdivision application, recognizing its alignment with local zoning standards and the potential benefits to the community. The approval was contingent on adherence to bulk requirements and maintaining the proposed tree buffer.
