Despite previous attempts to develop the site, including a failed proposal in 2018, the current plan aims to replace the existing structure with a Cape Cod-style house. The design features a front porch aligned with the existing building line, intended to minimize the impact on the street view. The project also includes plans for a driveway on the east side, addressing the site’s steep slope and ensuring safe vehicle access.
Amid these discussions, the board evaluated various variance requests, such as front and rear yard setbacks and building coverage, which exceed existing regulations. A board member noted that slight adjustments to the structure’s positioning might alleviate certain variance needs. However, the applicant argued that the narrow lot and topographical challenges justified the requested variances.
Residents expressed mixed reactions, with some neighbors supporting the project as an improvement over the current state of the property. Peter Ek from 102 West Central Street and Steven Gerard from 112 West Central Street voiced their support, citing the demolition of the existing autobody shop as a positive change.
Despite community backing, one board member questioned the justification for exceeding the lot coverage limits, emphasizing that neighborhood support alone should not determine variance approvals. Nonetheless, the board concluded that the unique conditions of the site, including soil and topographical challenges, warranted the variances, and voted to approve the project with conditions.
In another discussion, the board addressed a project on Beaver Dam Road, where a variance was requested to build a garage accommodating a motorized wheelchair van for the homeowner’s daughter. The lot, constrained by wetlands creating a no-build zone, presented unique challenges. The board considered the soil conditions and the shape of the lot as factors in granting the variance. Despite some concern about potential shading on neighboring properties, the board approved the project, citing the unique conditions of the lot and the necessity for accessibility.
The board also dealt with contentious applications for properties on Glenwood Street and Woodland Street. At five Glenwood Street, residents opposed a proposed large-scale home, arguing it was disproportionate to the lot and neighborhood. Despite discussions about potential compromises, the applicants did not demonstrate willingness to amend their plans. The board ultimately allowed the application to be withdrawn without prejudice, enabling the applicants to submit revised plans in the future.
At Woodland Street, residents raised concerns about the size and height of a proposed house, fearing it would exacerbate existing drainage issues. Despite some design adjustments, neighbors remained worried about the impact on their properties. The board decided to continue deliberations to allow further revisions.
