Oakland Borough Council: New Police Officers Sworn In Amidst Discussions on Community Safety and Projects
- Meeting Overview:
In a notable meeting of the Oakland Borough Council on June 23, 2026, three new police officers were sworn in, addressing recent retirements in the department. The council also tackled issues such as community safety involving electric bikes and upcoming public service projects like paving and waste disposal.
The swearing-in of Police Officers Mark Ferraro, Jake Del Corvo, and Grady Dies was a key event. Mayor Eric Kulmala led the ceremony, highlighting the personal connections and community ties of the new appointees. Officer Ferraro introduced his family, including his twin brother and parents, before taking his oath. Officer Del Corvo shared a personal connection with the Mayor, who had been a neighbor to Del Corvo’s father. Officer Dies, joined by his family and his father, who holds a rank in the fire department, completed the ceremony. Applause from the attendees welcomed each officer into their new roles.
Following this ceremonial moment, the meeting shifted focus to community safety and infrastructure. A resident, Elizabeth Banducci, raised concerns about the aesthetic impact of dumpsters by the river due to improper disposal practices, describing them as an “eyesore.” The council assured that the dumpsters would remain for recycling overflow, even with the transition to a new garbage service set to begin on July 1st. Communication efforts, including social media updates and a reverse 911 alert, have been put in place to inform residents of the changes.
Safety concerns regarding electric bikes were also addressed. Dave Purdy highlighted the potential dangers posed by high-speed electric bikes on sidewalks, noting a personal encounter with a rider traveling at approximately “35 mph.” The council discussed an incoming state law requiring helmets and setting a minimum age for riders, effective July 17th. The police department is working to educate parents and enforce these regulations, although Purdy suggested that stricter measures could be beneficial.
The council addressed concerns about sports field lights being left on unnecessarily during rain, an issue pointed out by a resident concerned about the waste of taxpayer funds. It was acknowledged that volunteers manage the lights, and human error sometimes results in them being left on when not needed.
In terms of community projects, Mayor Kulmala provided updates on upcoming paving work scheduled to begin on June 29th, pending weather conditions. This includes both milling and paving for public service projects, with completion expected by mid-July. Additionally, the Lenape paving project on McCoy Road is slated to start in early July. The Mayor noted that the Oakland paving program is nearing finalization, with plans for approval set for mid-July.
The meeting also featured discussions on several resolutions, including a redevelopment plan for affordable housing at the Lenoir property. The council emphasized the necessity of a payment in lieu of taxes (PILOT) arrangement, a state-mandated requirement to facilitate affordable housing development. This mechanism allows the municipality to receive a fixed payment instead of traditional property taxes, supporting the redevelopment effort.
Council members highlighted the success of recent community events, notably the carnival, which saw record attendance and included an “Access for All” period for individuals with special needs. The carnival’s successful execution was attributed to the coordinated efforts of the Public Events Committee, Police Department, Fire Department, and the Department of Public Works. Council members praised the increased community involvement and encouraged residents to volunteer for local committees and events.
Additional community events were announced, including a concert in the park featuring Steve Leonard and the Funky Warlocks, and a new event titled “Soccerpalooza” at Great Oak Park. These activities aim to foster community engagement and provide entertainment for all ages.
