Integral to the board’s decision was the assurance of compliance with township regulations. This included addressing parking requirements, which were thoroughly examined to ensure the restaurant’s 250 seats and 15 bar seats would be adequately supported by the existing 94 parking spaces, surpassing the requirement of 91 spaces. Sunday confirmed that the parking calculations accounted for staff needs, using the township’s established formula of one space per three seats.

Attention was also given to the proposed changes in signage and lighting. The restaurant’s existing sign, which had received the necessary permits months prior, would be relocated to the new front façade post-construction. Additionally, improvements to the front patio area were outlined, including widening the drive aisle and installing wall-mounted lights to enhance visibility. The representatives committed to adding two additional ADA parking spaces and refreshing existing signage and striping, as suggested during deliberations.

The discussion of the front yard setback variance was a focal point. Professional planner Alison Coffin provided expert testimony on the necessity of the variance, which reduces the setback from the required 75 feet to 49 feet due to the planned enclosure. Coffin argued that this adjustment was justified under the hardship standard, given the undersized nature of the lot and existing site features, and would not adversely affect the parking or landscape area ratio. Her analysis also supported the flexible standard, aligning the project with municipal land use goals by ensuring the addition would harmonize with the existing streetscape and architecture.

The board’s deliberations highlighted the importance of maintaining operational continuity for the restaurant during construction. Plans were discussed to schedule work during non-peak hours, specifically when the restaurant is closed for lunch, to minimize disruption. Traffic flow and safety compliance were also addressed, with assurances that all necessary adjustments would be made in accordance with current standards.

Following these comprehensive reviews and expert testimonies, the board opened the floor for public comments. With no members of the public present to speak, the board proceeded to vote on the application. The unanimous approval reflected confidence in the project’s design and its anticipated contribution to the community’s commercial offerings.

In addition to the restaurant expansion, the board considered the TCON square redevelopment plan, focusing on the former Old Bridge landfill site. This plan proposes the creation of 450 dwelling units, split between for-sale and rental properties, and aims to provide 90 affordable housing credits. The redevelopment plan was reviewed for consistency with the master plan and was unanimously approved, aligning with the township’s housing element and fair share plan.
