Parsippany-Troy Hills Board Approves Affordable Housing Development Amidst Zoning Variances
- Meeting Overview:
The Parsippany-Troy Hills Planning Board approved a redevelopment project involving the construction of a new community with a 20% affordable housing component. The decision came after discussions on design exceptions, engineering details, and compliance with zoning requirements. The board also addressed the technical aspects related to site grading, signage, and infrastructure improvements, ultimately agreeing on conditions and variances necessary for the project’s advancement.
Central to the meeting was the approval of a redevelopment plan by Toll New Jersey LLC, which aims to revitalize a vacant office site on Fort Gate Hall Drive. The plan includes 178 residential units, of which 36 are designated as affordable housing. The project required several variances, particularly concerning steep slope disturbances and signage issues, which were thoroughly debated. The applicant’s representative, Mr. Dhy, provided detailed testimony on the variances, highlighting that the slopes in question were artificial, created during the original site’s construction, and argued that the redevelopment would stabilize these areas and enhance the site’s usability.
The board examined various technical elements of the project, particularly focusing on the engineering and planning aspects. The applicant’s engineer, Rob Michello, presented updated site plans, emphasizing that the project would exceed parking requirements by providing 479 spaces against the required 421. The layout also includes 13 electric vehicle (EV) charging stations, one of which is ADA accessible, aligning with state policies on EV infrastructure. Other updates involved improvements to the sidewalk network and landscaping, with an increase in the number of proposed trees from 239 to 263.
Traffic and accessibility were also key points of discussion, with board members scrutinizing the turning radii for emergency and larger vehicles. Additionally, the inclusion of an ADA-compliant EV spot was confirmed, with assurances given regarding its accessibility features.
The project’s signage plan required variances due to the proposed sizes and placements, which exceeded ordinance requirements. The signs are designed to complement the architectural style of the development, featuring a black and white color scheme with stone veneer bases. The planner argued for the practical integration of these signs, noting that they would not obstruct visibility and were crucial for identifying the development’s entrance effectively.
Discussion also touched on the redevelopment plan’s alignment with affordable housing obligations, with the project marked as overdue in fulfilling Parsippany’s third-round requirements. The board’s planners and members considered the project a realistic opportunity to enhance the local housing stock while modernizing the area, which they believed would positively impact property values and municipal revenues.
The meeting concluded with a motion to approve the application, conditioned on compliance with the review letters and a developer’s agreement. The board emphasized the importance of incorporating diverse garage door designs to enhance architectural variety. The motion garnered unanimous approval from the board members present.
