Piscataway Planning Board Approves MSN Pharmaceuticals Expansion Without EV Parking Credits

This development aims to improve operational efficiency, particularly in the packaging sector, and is expected to increase the workforce from 110 to 140 employees, operating in two shifts from 6:30 a.m. to 11 p.m., Monday to Friday. Mr. Vishnu Arpoppea from MSN Pharmaceuticals provided testimony about the company’s operations, confirming the current and projected logistics, including an increase in daily truck deliveries from three to four to potentially eight to ten.
Key variances discussed included the reduction of required parking spaces from 738 to 198, with the existing parking lot configuration being non-conforming. The board debated whether credits for EV spaces could be applied to meet parking requirements. A professional engineer, whose qualifications were verified by the board, explained the proposed improvements, which involve removing an existing accessory building to make way for the new additions. The site plan includes nine by 18-foot parking spaces and maintains a driveway width of 30 feet at access points. Despite the potential benefits of EV spaces, the board decided not to include these credits in the final approval, focusing instead on the overall adequacy of the proposed parking facilities.
The board also examined various environmental considerations, including compliance with stormwater management regulations and wetlands protection. The engineer assured the board that no regulated activities would disrupt the wetlands, and the design maintained adherence to ADA standards with compliant sidewalks and crosswalks.
Additionally, licensed architect testimony detailed the architectural enhancements to the facility, which include raising the roof height and integrating new additions with the existing building. Visual plans presented during the meeting showed how the expansions would maintain the building’s aesthetic, using blue insulated metal panels to mimic the sky and continue existing brick panels.
Traffic impacts were another area of focus, with a licensed traffic engineer estimating that the expansion would generate eight to ten additional truck trips per day. The current parking situation, with a peak usage of 85 cars, was deemed sufficient to accommodate the increased workforce, even without EV credits, as the facility would have 198 available spaces.
Reverend Kenny expressed support for the application, recognizing that the applicant had fulfilled the criteria set out in the staff reports. His motion to approve the application, specifying the exclusion of EV credits, was seconded by Mr. Adkins and passed unanimously in a roll call vote.
