Plymouth County Board Approves Men’s Health Week Proclamation and Reviews Budget, Health Programs

The commissioner’s meeting also highlighted the significant impact of the Mobile Integrated Health program, which has helped many patients receive treatment at home, especially those over 65. Approximately 1,900 hospital and doctor visits were avoided, resulting in an estimated $3.4 million in savings. This program, in collaboration with Beth Israel, treats around 600 to 700 individuals monthly.
The discussion on ARPA funds revealed that Plymouth County received over $101 million, with over $96 million already allocated to local communities. The remaining funds are planned for distribution by December 31, 2026. A vote on administrative costs related to ARPA funds was held and passed unanimously.
The meeting also addressed the county’s financial health, with a report from the treasurer indicating a positive fiscal outlook. Revenues exceeded expectations, despite some overages in building maintenance and IT due to necessary upgrades. The county projects a surplus, but six communities have yet to meet their assessment payment obligations, which will be a topic for future meetings.
The county’s strategic approach to retirement funding was another focal point. Since 2014, proactive pre-funding has reduced retirement obligations from $36 million to $9 million, positioning the county favorably. This foresight is expected to lead to a 67% decrease in retirement costs by 2032.
In other matters, the county farm’s rent is designed to cover insurance costs of approximately $4,500 annually. The county is debt-free, a point of pride acknowledged during the meeting. There was also an emphasis on better budget management, including insurance costs and the importance of maintaining fiscal discipline.
The meeting concluded with discussions on hiring a new county administrator, as the current administrator’s last day is planned for August 31. The job description is being finalized, and the search committee aims to appoint a successor with a salary range that attracts qualified candidates. Additionally, unanticipated maintenance expenses were reported, including a steam boiler malfunction and necessary repairs.
