Raritan Planning Board Evaluates Walmart Expansion, Traffic, and Signage Proposals

The signs, intended to guide customers to the OPD spaces, lacked Walmart branding, raising worries that customers of adjacent stores might mistakenly follow them. The board debated the necessity of signs at entry points from Route 31, ultimately deciding to retain some while removing others to reduce confusion, especially with neighboring businesses like Lowe’s.
Further complicating traffic management is the proximity of a local food pantry, which occasionally causes vehicles to queue up in active lanes, potentially interfering with Walmart’s pickup operations. Suggestions included adding temporary signage to distinguish between the pickup area and the food pantry line. The board also proposed shifting directional signs to better guide drivers and minimize interference with food pantry activities.
Signage variances were another focal point, as Walmart seeks approval for signs exceeding local size limits. The application requests relief for a 4.5-square-foot sign at parking stalls and permission for two permanent banner signs, which are generally prohibited under current regulations. Additionally, Walmart plans to replace existing wall signage with larger signs, despite an overall reduction in signage square footage. A design waiver was also sought for lighting adjustments in the OPD area.
The board scrutinized the need for clear, effective signage to avoid customer confusion, especially regarding the electric vehicle (EV) charging stations designated for Walmart vans. Concerns about public misuse of these chargers prompted discussions on possibly relocating them or adding clarifying signage to prevent inappropriate parking.
As the meeting unfolded, the board reviewed comments from the township’s engineer and planner, addressing issues such as discrepancies in parking counts and the need for consistent landscaping practices. It was noted that any changes in the site plan should not alter the overall circulation patterns, with an emphasis on maintaining clear traffic flow and compliance with existing regulations.
Further deliberations covered aesthetic changes to the Walmart building, including the installation of a new sliding door and canopy for the pickup area. Proposed modifications included repainting brick features in a new gray color and adjusting signage to comply with board regulations. The board also considered the impact of proposed lighting increases, noting the absence of nearby residential areas.
The board ultimately approved Walmart’s preliminary and final site plan, including the requested variances and waiver, with conditions based on recommendations from the planner, engineer, landscape architect, and traffic consultant. These conditions included restrictions on seasonal sales, unchanged store hours, and specific modifications to signage. Additionally, Walmart was advised to submit a separate application for any outdoor seasonal sales area, which would require further review.
