Somerville Zoning Board Weighs Self-Storage Facility Proposal Amid Community Concerns
- Meeting Overview:
The Somerville Zoning Board convened to deliberate on a proposed self-storage facility at 20 and West End Avenue. This development prompted extensive discussion regarding the project’s compliance with local regulations, environmental impact, and community concerns. Key topics included stormwater management, landscaping, building height, and the overall design’s fit within the neighborhood. Despite the detailed presentations by the applicant’s representatives, community members voiced notable apprehension, leading to a decision to continue the discussion at a later date, allowing for further public input.
The primary focus of the meeting was the proposed three-story self-storage facility, which would encompass 73,260 square feet. The application, presented by attorney Jason Tuvel, sought preliminary and final major site plan approval and variances for use and bulk. The design aims to enhance the area’s aesthetic, improve stormwater management, and reduce traffic and parking demands. However, the project raised concerns about the removal of existing trees, the building’s height exceeding local ordinances, and potential impacts on the community’s character.
Stormwater management was a concern, as the current site lacks adequate infrastructure, leading to water collection issues. The proposal promises substantial reductions in runoff, with a plan to plant 74 trees and 76 shrubs to comply with New Jersey’s Department of Environmental Protection requirements. Representatives confirmed that the building would adhere to the required setbacks and lighting standards. However, residents questioned the increase in impervious surface area and how it could exacerbate flooding on West End Avenue. The developers assured compliance with stormwater regulations, but acknowledged that the system was still under review.
The building’s design, which includes materials intended to mimic a warm brick office structure rather than a typical storage facility, sparked a debate over its compatibility with the surrounding area. Concerns were raised about the building’s height, which at 36 feet and 8 inches slightly exceeds the local ordinance limit. The architects presented exterior renderings and emphasized the use of high-quality materials, like full bed masonry and cast stone, to ensure visual harmony with nearby buildings.
Community members voiced fears about the facility’s operational implications, particularly regarding traffic safety, security, and noise. Residents highlighted the potential hazards posed by narrow access routes, especially given the proximity to schools and other pedestrian-heavy areas. The developers outlined security measures, including camera surveillance and restricted access to storage units, but questions about parking adequacy remained. The facility plans to provide eight parking spaces, which some residents deemed insufficient for a 300-unit facility.
The discussion also included the environmental and aesthetic impact of the proposed landscaping. While the developers plan to plant native species to replace the 24 trees slated for removal, residents expressed concerns about the maturity of replacement trees and the long-term visibility of the project. The developers committed to maintaining the vegetated roof, designed to aid stormwater management, but acknowledged the need for a detailed maintenance plan.
As the meeting drew to a close, board members and residents expressed the need for additional visual materials, including detailed renderings showing the building’s scale in relation to its surroundings. The board decided to continue the hearing on June 3rd, allowing the applicant to address outstanding concerns and provide revised plans for review.
