Ventnor City Council Greenlights $1.5 Million Water Improvement Bond
- Meeting Overview:
During the recent meeting of the Ventnor City Council, several decisions were made regarding infrastructure funding and personnel promotions. The most noteworthy occurrence was the council’s approval of a $1.5 million bond ordinance for water improvements on Winchester Avenue, aimed at replacing the water mains. This initiative will be facilitated through the New Jersey Infrastructure Bank.
The bond ordinance, identified as Ordinance 2026-008, marks a considerable investment in the city’s water system, addressing long-standing issues with aging infrastructure. A public hearing was scheduled to discuss the bond, highlighting the council’s intent to involve the community in significant fiscal decisions. The bond will be managed through a short-term construction loan application, authorized by Resolution 142, which specifically targets the first phase of water main replacements. This phase is designed to improve water quality and reliability for residents in the affected area.
Complementing the infrastructure focus, the council approved several personnel promotions within the Ventnor City Beach Patrol, recognizing the contributions of key staff members. Megan Holland was promoted to Captain. Daniel Shaw was elevated to Senior Lieutenant, while Vincent Mahoney and Patrick Milligan were promoted to Lieutenant positions. These promotions were met with enthusiasm, as reflected in the unanimous roll call votes, and the newly appointed officers were sworn in during the meeting, committing to their roles in ensuring public safety on the city’s beaches.
In addition to infrastructure and personnel matters, the council addressed various resolutions related to municipal operations. Notably, two vacant properties on Ventnor Avenue were slated for auction, with minimum bids set at $152,000 and $138,000, respectively. This decision aims to streamline the city’s property management and generate revenue for future projects. Furthermore, Resolution 144 saw Robert Newcomer appointed to a sewer repair position and a senior plumbing station operator role.
The council also discussed the restoration of the city’s tennis courts, which is nearing completion with plans for a ribbon-cutting ceremony coinciding with the beach’s official opening. Mayor Landgraf suggested scheduling the beach ribbon-cutting at 9:00 a.m., followed by the tennis courts at 10:00 a.m. These improvements form part of a broader effort to enhance recreational facilities for residents and visitors alike.
Public comments during the meeting revealed resident concerns about various issues, including the presence of boats anchored offshore behind private properties. The city’s jurisdictional limitations complicate the removal of these boats, with the mayor explaining that state waters fall outside the city’s direct control. Efforts are underway to secure grants to cover removal costs, which could alleviate the financial burden on taxpayers.
Another resident, Howard Keats, raised concerns about the visibility of the ocean due to dunes and questioned the necessity of a snow fence that obstructed views. The council clarified that the Army Corps of Engineers installed the fence for dune stabilization, and while the city cannot remove it, they plan to replace sections in disrepair. Keats also noted differences in landscaping among neighboring properties along the boardwalk, prompting discussion on property maintenance responsibilities. The council acknowledged these concerns.
