Lopez, whose career began on March 22, 2009, thanked his family and the fire department for their unwavering support. The council also passed Resolution 2024-363 to honor Lopez.
The council then moved to address several ordinances and resolutions. Ordinance 2024-410, which revises the classification and compensation plans for the city’s tax collector and tax search officer, was opened for public discussion but received no comments. The ordinance was subsequently adopted without further discussion. Similarly, Ordinance 2024-412, amending the classification and compensation plans for part-time and full-time security guards, followed the same pattern of unanimous approval with no public input.
Ordinance 2024-443, authorizing the execution of an agreement of sale for property located on North Orchard Road between the state of New Jersey Department of Treasury and the City of Vineland, also proceeded smoothly. With no public comments, the council closed the hearing and adopted the ordinance unanimously.
The council’s efficiency continued with Ordinance 2024-444, amending the code related to the Atlantis Theater Foundation board of directors. Again, the ordinance was opened for public discussion, received no input, and was adopted without dissent. Ordinance 2024-445, concerning amendments to the classification and compensation plans for the municipal judge, was introduced for its first reading, with a public hearing scheduled for August 27, 2024.
Ordinance 2024-446, denying a request to amend the Center City Redevelopment Plan, was also presented for its first reading. The motion to pass the ordinance was seconded and approved without discussion, maintaining the council’s trend of unanimous decisions throughout the meeting.
In other significant business, the council addressed Ordinance 2024-47 and Ordinance 2024-4, both of which were brought forward for first readings and passed without discussion. Ordinance 2024-48, focusing on amendments to the code regarding solid waste and recycling collection, and Ordinance 2024-49, concerning the sanitary sewer extension project on Cavalo Drive, followed the same procedure. Each ordinance was set for a public hearing on August 27, 2024, and received unanimous approval from the council members.
The consent agenda included a communication from Mayor Anthony Fanucci regarding the reappointment of Terry Jordano, Esquire, as chief judge of the Vineland Municipal Court for a three-year term, which was ratified by a resolution. John Armano, Esquire, was similarly reappointed as a judge of the Municipal Court for the same term.
Several resolutions were also introduced, including Resolution 2024-337, authorizing the mayor to endorse TN Reserve LLC’s application for treatment works approval for the Trout National Reserve Golf Course facility. Resolution 2024-338 sanctioned an agreement between the City of Vineland and Cumberland County for administering a grant to the Vineland Municipal Alliance.
The council also discussed significant revenue items, including $168,400 from the New Jersey Association of County and City Health Officials and $629,450 from the National Opioid Settlement Fund. These funds are aimed at enhancing public health and supporting opioid crisis initiatives within the city. Resolutions concerning various amendments to prior resolutions and grant applications for the Vineland Fire Stations were also passed, focusing on providing first responders with protective and cleaning equipment.
Additionally, a resolution approved a new plenary retail consumption license under the hotel-motel exception for Smith Street Hotel LLC. Employee agreements for police department personnel, covering terms from January 1, 2024, through December 31, 2026, were also discussed and approved.
