Washington Town Council Grapples with Zoning and Parking Challenges in New Development Plans
- Meeting Overview:
The Washington (Bergen) Town Council meeting centered on the adoption of a revised housing element and fair share plan, amendments to zoning regulations, and the resulting community concerns about the impact of these changes on local infrastructure and property. Key issues included modifications to setbacks and building coverage for a development on Pasc Road, parking and water runoff management, and the concentration of affordable housing units.
Adjustmentsmendments were introduced to the zoning regulations for a property on Pasc Road. The council discussed adjustments to front, side, and rear yard setbacks, with front setbacks now at 30 feet for building walls and 20 feet for decks. Side and rear setbacks were determined to be 15 feet for buildings and 10 feet for decks. The maximum building coverage was increased to 25%, while the total impervious coverage was capped at 55% following revisions to developer miscalculations. The revised zoning plan also featured a new townhouse design, replacing the previous apartment concept, and adjusted the allowable unit count from 73 to 72 for a development on Pasc Road.
Community concern was prevalent, with questions raised about the visitor parking arrangements and the potential impact of a newly introduced parking lot initially designated as a grassy area. Residents sought assurances that this area would not be utilized by employees of nearby establishments, fearing repercussions on local parking space availability. The council clarified that the density for the housing units was fixed at 32 units, irrespective of surrounding acreage.
The meeting saw further dialogue surrounding setbacks and buffer zones, particularly regarding the proximity of buildings to a required 10-foot buffer zone. Parking arrangements were also scrutinized, with assurances provided that parking would be positioned interior to the development and not affecting neighboring properties.
Water runoff management emerged as a issue due to changes in the classification of nearby waterways and the absence of an easement for drainage. Concerns were voiced about the potential impact on neighboring properties, with suggestions that a more robust buffer zone, possibly involving a high fence or wall, could address privacy and runoff concerns.
Lighting and landscaping were additional points of discussion. It was noted that the development’s lighting would be downshielded to minimize effects on neighboring homes, and a double row of evergreen plant material was mandated to screen the area effectively. However, some debate occurred over whether additional fencing was necessary as a sound and visual barrier.
Visitor parking became a focal point, with a traffic analysis proposed to assess the need for additional spaces following the development’s completion. The developer was tasked with bearing the cost of this study. Suggestions included restricting access to the visitor parking lot from certain streets to maintain internal access only.
Discussion also touched on the concentration of affordable housing units, with a council member questioning the compliance with planning concepts advocating for dispersal across developments. It was explained that while dispersal was encouraged under current rules, it was not mandated.
The meeting concluded with the approval of resolutions unrelated to the primary development discussions, including a minor subdivision for Blumage Properties LLC and a change of occupancy for Salon 299. The council committed to having a draft of the master plan ready within three weeks, despite ongoing challenges with housing plan issues across various towns.
