Delanco Council Honors First Hispanic Officer, Tackles Budget and Community Initiatives
- Meeting Overview:
The recent Delanco Township Committee meeting highlighted several initiatives, beginning with the recognition of Officer Ray Karia as the Lawrence C. Stern Officer of the Year, budgetary discussions, and updates on various community projects. The council also addressed topics such as the acquisition of property, capital improvements, and the management of handicap parking and public works.
The standout moment of the meeting was Police Chief Warren’s presentation honoring Officer Ray Karia, the department’s first Hispanic officer, with the Lawrence C. Stern Officer of the Year award. Officer Karia was praised for his exemplary service and professional growth since joining the department in 2022. Chief Warren highlighted Karia’s dedication and positive work ethic, which have contributed to the department’s operations. To further celebrate the occasion, a proclamation was read, formally acknowledging Officer Karia’s achievements.
In tandem with these personnel highlights, the council moved to address several ordinances focused on community development and infrastructure. Ordinance 2026-3, which allocates $250,000 for the Delaware Avenue Road project, was authorized following a public hearing. The township administrator clarified that this ordinance primarily served as a bookkeeping measure to channel pre-budgeted funds into the designated project.
Further, Ordinance 2026-4 involved the acquisition of a property on Hawk Island, previously believed to be under the New Jersey Department of Environmental Protection’s ownership. The ordinance was approved after clarifying the property’s ownership, which involved tracking down the descendants of the original developer. This acquisition represents the township’s steps in managing and utilizing local land resources effectively.
Ordinance 2026-5, regarding amendments to the township’s code on shade trees, was passed smoothly. This ordinance specifically addressed the appeal process related to shade tree management, reflecting ongoing efforts to streamline local environmental regulations and ensure their practical applicability.
Public comments during the meeting brought attention to the establishment of a petty cash fund for the recreation department. Christine Holland expressed concerns about the necessity and management of such a fund. The township administrator responded with assurances that the fund would be subject to regular audits and emphasized its role in facilitating last-minute, emergency expenses, particularly beneficial for the recreation department’s dynamic needs.
The meeting’s discussions on handicap parking regulations highlighted the complexities of enforcement and compliance. Issues concerning the display of placards or plates and the assignment of spots for residents were addressed, with suggestions for quarterly checks deemed excessive by some. Instead, an annual review was proposed to ensure proper use and availability of these spaces for those genuinely in need.
Budgetary considerations were a focus, with council members attending various meetings with departments such as fire and police to refine fiscal plans. The discussions are part of an ongoing series of budget sessions.
In terms of community engagement, the meeting promoted upcoming events, including a pancake and bingo fundraiser and the annual spring tea event at the library. These events reflect the township’s vibrant community spirit and provide residents with opportunities to engage and support local initiatives.
Correspondence from Senator Singleton’s office regarding project suggestions for the state budget was also reviewed. Despite budget constraints, potential funding opportunities for improvements to local infrastructure, such as the Ash Street seawall and Gateway Park, were considered.
The meeting concluded with the appointment of Charles Gross to the Joint Land Use Board’s alternate position, following a subcommittee interview process.
